Postural control also depends on the distance that separates the subject from the observed stimulus. And that doesn't need to fuck over melees, it just gives a new dynamic to how combat can start (accounting for movement, possibly taking cover along the way, or retreating to allow better conditions etc).The effect of emotion on postural control has been widely demonstrated in the literature. Calibrating perception ranges to account for much more, possibly even requiring movement to acquire satisfactory range for ranged weapons/spells, resets expectations so "melee has to move 1 round" is no longer the maximum but fairly close to the minimum. Related to this is expectation/rules support for justifying ranged encounters, which currently is left totally to GM, which tends to mean they start within 1 round of melee (or less) all the time. I think just simple range tiers that have logic based on encounter dynamic and ability ranges would make sense to build upon for that type of thing. Distance or even fog or lighting levels could downgrade perception tier, possibly movement upgrading it 1 to account for that element VS somebody or something that is moving. Using the perceptions states is very reasonable outcome, even if rules don't support it.
